Broome County New York Rising Community Recovery

Broome County, New York

Following the devastating flooding of Hurricane Irene and Tropical Storm Lee, PLACE Alliance, in partnership with Parsons Transportation Group, River Street Planning & Development and New England Environmental, led the design component of the recovery planning effort for Broome County. Detailed site selection, conceptual design, program planning, construction estimates, and advanced graphic renderings were prepared for five municipalities within the county, including Binghamton, Johnson City, Endicott, Conklin and Vestal. Projects included a resilient mixed-use redevelopment of a former industrial campus, resilient neighborhood designs, new flood mitigation areas, green infrastructure retrofits of existing commercial centers that were constructed prior to contemporary stormwater regulations, a downtown park for Binghamton to provide additional mitigation, retrofitting parts of the old IBM Huron Campus, and a new mixed-use housing development in Conklin.
